Help Required HSBC Credit Card


I'm hoping someone here can help me or knows what my rights are regarding a problem I have with HSBC.

I have a balance outstanding on my card that was near my maximum, I pay just over the minimum amount each month(its gradually creeping down). I was phoned at the start of the week whilst in work with a foreign woman demanding I pay immediately 45 as my card was overlimit, I thought this strange and refused to pay anything over the phone without looking up my account online later that day.
That night I checked online and everything looked ok. Anyway today I receive Novembers cred it card statement in the post and true enough I am overlimit... but due to HSBC reducing my credit limit, I have not been advised of this reduction by HSBC!

I phoned after 7pm and got routed to the foreign call centre who just told me that I needed to pay this amount or send a letter to the credit card dept asking for the reinstatement of the upper limit. She advises a letter was sent to me on Nov 27th but that has yet to arrive, I just couldnt make her understand how unfair it was to lower the limit after my payment from the previous statement and to slap on a charge for going overlimit.

Are they allowed to do this? Who is it best to contact, do I go into a branch or phone the number on the credit card statement (this went to the foreign call centre after hours, is it UK during working hours?)

Any help anybody can give me would be most appreciated, with xmas around the corner this is the last thing I wanted to have on my plate.

I went in and had a nice assistant dial the collections dept for me, they say the bank does have the right to decrease the limit when they want with no prior warning as long as they let me know theyve done it at some point!

Anyway after arguing with collections over the phone as soon as I said the magic words of I would close the card account down they said the overlimit amount didnt matter and that I could just make my normal payments which they could see I had been doing with no problems. Looks to me like they just didnt want me to be able to spend anything more on the card.
