can you claim charges off old cc's i was paying loads of payment pretection with a famous high st bank,who offered me a loan to pay it off

There is no reason why you cannot try to reclaim as long as you did not claim under the insurance.
Only you can tell us though the reason you continued to pay the premium if you thought it to be no good?

the only reason i carried on paying is because i didnt understand all the bank jargon and tsb said the pp would come in handy if i ever lost my job,but now i owe them more than the card on a loan i didnt really want,apprently it will be paid off quicker !

What is the APR on the card and on the loan you are now on?

not to sure what the tsb card was but the loan is around 6 i think

If your loan has an APR of 6% I can guarantee that your card rate would have been at least double that (after any opening offer). So on the face of it they have saved you money by switching the card onto a loan (if of course you don't re-spend any more on the card).
The PPI refund is a different matter though.
